The Conclave consists of three permanent seats.  The current members are:  Keith Green*, Lou Thompson, and  .  A position on Conclave only opens up if a member chooses to step down, or must leave the club because of a serious emergency or illness. If that happens, the remaining members of Conclave will run club-wide elections to fill the position.

Conclave adjudicates in matters of rule and netiquette infractions, such as major deviations from canon, flaming on the public lists, and spamming. Conclave also deals with requests from the membership, including:

Join form approval
New ranking personas
Ranking persona transfers
New limited personas
Storyline permissions
Call for and selection of Weyrleader/Weyrwoman
Valid disputes between members **

When Conclave has made a decision on an issue, they will inform the member(s) involved of that decision. In the event that a club rule is drawn into question, Conclave determines whether or not to open discussion on a rule change. This requires a majority vote. If the vote is yes, then a club-wide forum is held for one week on iopcc so that all members may be made aware of, and have input on, any potential changes. After the discussion, the potential rule change is put to the entire membership for a vote. A majority vote passes the proposed change.
